Philippines: Court Dismisses Case against Bishop Tied to Anti-Mining Advocacy

Bishop Jose Elmer Mangalinao has described the ruling as “not only a legal victory” but also “a victory for truth, justice, and the collective efforts of communities.

Bishop Jose Elmer Mangalinao of the diocese of Bayombong in the northern Philippines expressed gratitude after a court dismissed the case filed against him and fellow watershed defenders involved in campaigns opposing mining activities in Nueva Vizcaya and Quirino provinces.

In an official statement dated June 24, the prelate described the ruling as “not only a legal victory” but also “a victory for truth, justice, and the collective efforts of communities” working to protect land, water resources, and future generations.

The bishop thanked supporters, prayer partners, Indigenous communities, environmental advocates, and Church groups who stood with the Diocese of Bayombong throughout the legal challenge. He also acknowledged the work of pro bono lawyers and the legal team that defended the case.

“We hold no resentment toward anyone,” Bishop Mangalinao said, adding that the diocese would continue its commitment to peaceful advocacy, environmental stewardship, and the protection of creation.

The case stemmed from opposition to mining exploration projects in Nueva Vizcaya, where the diocese and local communities have been actively supporting efforts to protect watersheds and ancestral lands. Earlier this month, Mangalinao joined Indigenous Bugkalot and Ilongot communities, maintaining barricades against a mining exploration project that residents fear could threaten forests, water sources, and livelihoods.

The bishop had also been named among the defendants in a civil case linked to the anti-mining campaign. He consistently maintained that the Church’s involvement was pastoral in nature and rooted in its mission to defend.
