The Plenary Assembly is the highest gathering of the Federation of Asian Bishops' Conferences (FABC), bringing together Cardinals, Bishops, clergy, religious, and lay representatives from across Asia to reflect on the mission of the Church in the continent and respond to contemporary pastoral challenges.

Hosted in Indonesia, the XII Plenary Assembly provides an opportunity for prayer, dialogue, discernment, and renewed commitment to evangelization in Asia.

Welcome to the XII FABC Plenary Assembly

From 20 to 26 July 2026, the Twelfth Plenary Assembly of the Federation of Asian Bishops' Conferences (FABC) will be held in Jakarta, Indonesia under the theme "Synodal Conversion and the Mission of Being Bridges and Bridge-Builders in Asia ."

Inspired by Christ's words, "You will see greater things..." (John 1:50), the Assembly brings together the bishops of Asia to pray, discern, and strengthen their shared mission of walking together, building bridges, and proclaiming the Gospel across the diverse peoples and cultures of Asia.

What is the Plenary Assembly?

The Plenary Assembly is the highest gathering of the Federation of Asian Bishops' Conferences (FABC), bringing together Cardinals, Bishops, clergy, religious, and lay representatives from across Asia to reflect on the mission of the Church in the continent and respond to contemporary pastoral challenges.

The Plenary Assembly is convened approximately every four years and serves as the principal decision-making and reflection body of the FABC.

The Assembly gathers Church leaders from across Asia to:

  • Reflect on the life and mission of the Church in Asia
  • Discern pastoral priorities
  • Strengthen collaboration among member conferences
  • Promote dialogue with cultures, religions, and peoples
  • Address contemporary social and ecclesial challenges

  • Reflect on emerging realities facing Asian societies
  • Strengthen evangelization efforts
  • Promote synodality and participation

The FABC Journey Across Asia

1974 – 2026

From 1974 to 2026, the Federation of Asian Bishops’ Conferences journeyed across Asia, reflecting the hopes, challenges, and mission of the Church for all the peoples of Asia.

  • 22 - 27 April 1974

    First Plenary Assembly | Taipei, Taiwan
    "Evangelization in Modern Day Asia"

    The assembly laid the foundation for an Asian Church rooted in mission and dialogue and was hosted by Archbishop Stanislaus Lo Kuang, who was serving as Acting FABC Secretary General at the time.

  • 19 – 25 November 1978

    Second Plenary Assembly | Kolkata, India
    "Prayer – the Life of the Church of Asia"

    The assembly affirmed that mission begins with prayer and called the Church in Asia to become a deeply praying community rooted in the spiritual traditions of its peoples. The assembly took place during the tenure of Archbishop Mariano Gaviola y Garcés as FABC Secretary General.

  • 20 – 27 October 1982

    Third Plenary Assembly | Samphran, Thailand
    "The Church – A Community of Faith in Asia"

    The assembly strengthened communion among the local Churches of Asia and affirmed the Church's mission as a community of faith, while Archbishop Mariano Gaviola y Garcés served as FABC Secretary General.

    Fourth Plenary Assembly | Tokyo, Japan
    "The Vocation and Mission of the Laity in the Church and in the World of Asia"

    Under the coordination of Archbishop Henry Sebastian D'Souza as FABC Secretary General, the Church in Asia deepened its recognition of the vital role of the laity in transforming society.

    Fifth Plenary Assembly | Bandung, Indonesia
    "The Emerging Challenges to the Church in Asia in the 1990s"

    The assembly called the Church to respond with courage and hope under the coordination of Archbishop Henry Sebastian D'Souza, who was serving as FABC Secretary General.

    Sixth Plenary Assembly | Manila, Philippines
    "Christian Discipleship in Asia Today: Service to Life"

    The assembly renewed the Church's commitment to human dignity and life across Asia under the coordination of the FABC Central Secretariat during a leadership transition, following the tenure of Archbishop Oscar V. Cruz, who was serving as FABC Secretary General.

    Seventh Plenary Assembly | Samphran, Thailand
    "A Renewed Church in Asia: Mission of Love and Service"

    The assembly envisioned a renewed Church in Asia at the dawn of the new millennium under the coordination of Archbishop Orlando B. Quevedo, O.M.I., who was serving as FABC Secretary General.

    Eighth Plenary Assembly | Daejeon, South Korea
    "The Asian Family Toward a Culture of Integral Life"

    The assembly highlighted the importance of family, community, and care for human life in Asia under the coordination of Archbishop Orlando B. Quevedo, O.M.I., who was serving as FABC Secretary General, with governance carried out through the FABC Central Committee.

    Ninth Plenary Assembly | Manila, Philippines
    "Living the Eucharist in Asia"

    The assembly reflected on the Eucharist as the source of unity and mission in the Church under the coordination of the FABC Central Secretariat, with Archbishop John Hsane Hgyi serving as Secretary General.

    Tenth Plenary Assembly | Ho Chi Minh City and Xuan Loc, Vietnam
    "FABC at Forty Years: Responding to the Challenges of Asia – A New Evangelization."

    Celebrating 40 years of the FABC, the assembly responded to the changing realities of Asia. It took place under the transitional leadership of Cardinal Oswald Gracias, who guided the FABC Central Committee during this period as the Federation prepared for a renewed governance structure.

    Eleventh Plenary Assembly | Colombo, Sri Lanka
    "The Catholic Family in Asia"

    The assembly emphasized the family as a domestic church called to mercy and mission under the leadership of Cardinal Oswald Gracias as FABC President, Cardinal Francis Xavier Kriengsak Kovithavanij as Vice President, and Bishop John Hsane Hgyi as Secretary General of the FABC.

    General Conference | Bangkok, Thailand
    "FABC 50: Journeying Together as Peoples of Asia"

    FABC celebrated its 50th Anniversary. Held under the leadership of Cardinal Charles Maung Bo as FABC President, Cardinal Oswald Gracias as Vice President, and Bishop Stephen Lee Bun Sang as Secretary General, the celebration marked a historic moment of thanksgiving, renewal, and synodal journey for the Church in Asia.

    Twelfth Plenary Assembly | Jakarta, Indonesia
    "Synodal conversion and the mission to be bridges and bridge-builders in Asia"

    The assembly will gather the bishops of Asia in prayer, dialogue, and communion under the leadership of Cardinal Filipe Neri Ferrão as FABC President, Cardinal Pablo Virgilio David as Vice President, and Cardinal Tarcisio Isao Kikuchi, SVD, as Secretary General.

History of FABC

The Federation of Asian Bishops' Conferences (FABC) is a voluntary association of the episcopal conferences in Asia, established with the approval of the Holy See to foster solidarity and co-responsibility among its members for the welfare of the Church and society across the continent.

In December 1958, Manila became the meeting place of the Church in Asia. From December 10 to 16, following the consecration of the Manila Cathedral on December 7, a historic gathering was held at the Central Seminary of the University of Santo Tomas. The assembly brought together 10 Apostolic Nuncios, 16 Archbishops, and 79 Bishops representing 17 nations across Asia and the Pacific. Led by Cardinal Gregorio Pietro Agagianian, the then Prefect of the Sacred Congregation for the Propagation of the Faith (now the Dicastery for Evangelization), the bishops shared a common vision of proclaiming Christ more effectively throughout Asia. During this landmark meeting, they approved the creation of a Catholic radio station for Asia, a dream that would later become Radio Veritas Asia.

During the sessions of the Second Vatican Council in Rome in the 1960s, Asian bishops encountered one another in a new way. Many realized that they were more familiar with bishops from Europe than with their own brothers from Asia. That realization inspired a deeper commitment to communion, cooperation, and the building of a truly Asian Church.

The defining moment came in November 1970 during the visit of Pope Paul VI to Manila. From November 23 to 29, 180 Asian bishops gathered for the First Asian Bishops' Meeting, with the Holy Father presiding over the final session. It was there, in Manila, that the Federation of Asian Bishops' Conferences was born.

The following year, in March 1971, the bishops met once again in Hong Kong for the first Central Committee meeting to establish a permanent episcopal structure for Asia. On November 16, 1971, Pope Paul VI officially approved the statutes of the FABC ad experimentum for two years, marking the first formal recognition by Rome of the collective voice of the Church in Asia.
From February 13 to 15, 1973, Hong Kong hosted the third Central Committee meeting, which became the first FABC assembly held under the newly approved statutes. Over the decades that followed, the FABC grew into a guiding force for the Church in Asia, promoting dialogue, mission, peace, justice, and solidarity among peoples, cultures, and religions.

For more than five decades, the Federation has carried forward the shared dream of the Asian bishops: to become a Church deeply rooted in the realities of Asia and committed to walking together with all the peoples of the continent. In 2020, the FABC marked its golden jubilee, celebrating 50 years of communion and mission. 

Today, across many nations, languages, and traditions, that mission remains alive. One Church. One family. One mission. For all the peoples of Asia. And the journey continues.
