A Center of Hope: Philippine Laywoman’s Initiative Helps Drug Addicts Recover

A Catholic laywoman’s recovery initiative for drug dependents marked its 9th anniversary on August 14 in Cebu, central Philippines.

Founded on August 14, 2016, Dangpanan Alang sa Paglaum (DAP), or A Center of Hope, was established in Barangay Canamucan, Compostela, Cebu, at the height of the country’s focus on drug rehabilitation. With the support of Cebu Archbishop Jose S. Palma, Fe Mantuhac Barino, a lay leader and chair of the Commission on the Laity for the Archdiocese of Cebu, launched DAP as a faith-based program for healing and renewal.

“DAP is a testament of faith, hope, and love. Miracles do happen in God’s people, and God uses instruments. Nothing happens by accident, these are all part of God's plan. Congratulations to all the hardworking and committed individuals who made this possible. Happy 9th anniversary,” Barino said.

DAP’s core program, the Surrender to God Recovery and Renewal Program (SRRP), along with its Continuing Care Program, offers spiritual formation, counseling, and sustained community support for individuals and families affected by addiction. Since its inception, it has reached more than 2,000 people, including Cebu City Jail inmates and residents of Cuaming Island in Bohol.

Even during the COVID-19 pandemic, DAP adapted by combining its recovery services with technical skills training. It also offers Catholic Life in the Spirit Seminars, life skills classes, community support groups, peer mentoring, and prayer support, made possible through partnerships with the Love of God Community, Rafaello & Fe Barino Foundation Inc., SuGod Foundation, Living Free Foundation, Community of Mary Mother of Mercy, Dr. Emmanuel Hermano’s Psychotherapeutics Clinic, and other supporters.

These collaborations enable DAP to offer a wide range of programs and services, including Catholic Life in the Spirit Seminars, life skills classes, community support groups, peer support, counseling & guidance, and prayer support.

Over the last nine years, many have benefited from DAP. Among its success stories is Joseph Jude Rago, a former drug addict for 24 years, who credits DAP’s SuGod program for restoring his family relationships and faith. “I experienced a life-changing miracle that restored my relationships in my family and deepened my intimate walk with God,” he said.
